Elites get P Seats allocated automatically and I am not sure who would trade them for a non-P/E seats ...

However, this doesn't necessarily help you much, since all ST Elites get P seats, but only a fraction of them is UG eligible. I agree, it gives you a very rough idea how good/bad it will likely be (recently I saw less folks in P seats than empty F seats ), but this is IMO not useful for a guesstimate.
