Not in the arrivals area per se. In T1 when you come out of customs go upstairs via the elevators and head towards the restaurants/shops. You'll find ATMs there or can ask for a "caixa eletrônica" or "banco". Not sure if it's 1 or 2 floors up. There are ATMs in T2 as well but I'm not familiar with the layout there as I'm generally on AA/Iberia/BA.

Also note you can take a radio taxi and pay by credit card then look for ATMs, of which there are plenty in Copa, Ipanema and Leblon, close to your hotel.
