I'd actually say that 1 hour in CDG is borderline but still doable. The walk from 2E to 2F1 isn't that long (10-15 minutes maximum). Noon isn't that busy at CDG for European flights and if there is a queue just walk up to the person checking boarding passes and show them your short connection, they will let you go to the front of the queue. (and contrary to the past, everyone seems to speak English before French at CDG, it is now a struggle to speak to someone in French there). Once through security the gate is no more than a 1-5 minute walk, with gates closing 10 minutes prior to departure for European flights (15 minutes for transatlantics).
