In Rome in February, they were absolutly everywhere. Virtually every cafe had a couple ancient Win 95 or 98 machines in the back or upstairs connected to the internet for as little as a euro or two an hour.
That being said, because they were running older software, they were insanly slow, couldn't access many sites I needed cookies and the rest to use, and couldn't VPN. At one place, I just figured it was easier to pay, and then go upstairs and pull the cable from their machine, and connect it to the laptop.
They were happy with the drivers license, never carry the passport, but just in case make a couple copies if you like to lock yours up.
I always felt guilty leaving and just giving them a Euro for it.
