It only appears to be on flights from China to the US. Coming out of immigration, we were directed to special lanes were they were enforcing the all liquids ban. Flights to other countries appear to be operating under the normal baggie rule as far as I could see.

I don't know about SHA->PEK, but I flew SHE->PEK, and never even had to take the baggie out of my carryon, so from that limited experience you could probably draw the conclusion that intra-china is OK.
