As a general rule of thumb no, lounges are not open on the weekends and properties are not obligated to give elite members breakfast. HOWEVER a few properties do have concierge lounges that are open on the weekends (see the "Concierge Lounge Open on the Weekend" thread for a list) and a number of hotels where the lounge is closed will give breakfast coupons (ranging from healthy start to a full breakfast) to Gold and Platinums (although sometimes you have to ask).
