From dpreview.com, the 300D/Rebel takes about 3 seconds from OFF to ON, ready for first shot.

That long "booting up" was cured by the time the 350D/XT came out. It can go from OFF to ON in under 0.5sec. The 400D/XTi is even better at <0.1sec, but I think the XT is fine in this regard.
