No way you're gonna drive SEA-YVR for $23 these days (though Amtrak comes close at $30).
That must be a special fare. I'm not familiar with the SFO-YVR market, but i know for a fact that LAX-YVR goes for mid $300's and thats considered cheap. LAX-SEA, however, can be had for as low as $130
