Yeah, you can take them down to the platforms in the long-distance train station (I think you have to use the elevators, as I don't believe the platform escalators are of the cart-carrying variety). There aren't any cart return stations on the platforms that I can recall, so departing pax just leave them on the platforms, which actually works well because that way arriving pax can get carts when they arrive.
