Yes, the comment has been made, but I wonder just what that opinion is based on, because when it comes to real life cases the airlines usually do what they want. I don't remember reading here one single post where such MUST has been put to the test. I can just see the reaction of airlines such as LA or IB if you walked into their offices in remote locations and said "you MUST issue this".
