Is it legal not to have a cap? I fly about 15 RTs a year TPA-YYZ, and the taxes from the Canadian side are really HEAVY and add the fare on top of that.
I like AC, and I fly with them most of the time, I even connect with them to go to Europe, but the taxes/AIF/fees at YYZ are crazy. btw, Doesn't Porter own YTZ? wouldn't that AIF they get be a revenue for them?
