Nothing about secondary there, it's in the next sentence, which says that once the person hits secondary, no further questions should occur of a personal nature.

For primary:

Passport? Yes.
Valid passport? Yes.
Person in line = person in passport? Yes.

End of story. Examination should end.
Immigration portion of examination should end, yes.
