That's not been my experience. Generally I've paid within $5-10 of the actual taxes/charges for a revenue ticket when booking a reward.

For example: YYZ-YVR.

Reward ticket is $99.05
Revenue ticket is $90.33 not including the GST charged on the fare. ** Using the Tango fare as a comparison on the exact same flights.
