No surprise the DL flight is not very full; when it first applied for ATL-China, the other airlines made sure they repeatedly pointed out the very small numbers of ATL-China O&D passengers. Doubt that's changed in the past 2-3 years. Delta won this award last year because DOT basically said that only new entrants were eligible.
