Except, I suspect fuel "surcharges" on LH are now precisely the same as on AC.

Other possibility: the two tickets might have been issued on different dates and the thing changed in between.

This said, I am inclined to agree with the folks who seem to thing taxes/surcharges calculations on Aeroplan tickets are totally random.
