I think sometimes they mail the passports (new and cancelled) separately. At least that was the case when I renew (expedited) in March 2007. Received the new passport in 10 days, it was mailed from Charlotte, NC. The cancelled passport arrived a week after the new passport, mailed from Portsmouth, NH.
