His instructions were "when you are at an airport where you have to carry your bags to a separate security screening, put these in the tag. Priority bags are never lost! Don't risk losing your bags!" or thereabouts. I contacted him saying that tampering with a bag tag was an offense, and loosening the tag will make it more likely to come off. His response: "does this mean you aren't going to bid?"
