Simple. It costs CO very little (at the last DO, they mentioned something like $1-2/meal) and the food kept the inmates (woops, I mean passengers) quiet for the duration of the trip. It was felt to be quite cost effective by upper management. (The inmate crack was for the benefit of the FTer who has issues about the 31 inch seat pitch etc. etc.
