The point is that your 22" roller is actually more than 22" once you include the handles and wheels etc. The manufacturers just measure the actual case part whereas the UK airport authorities consider the whole length including all attachments. You'd be safer with a 20" but I must admit nowadays if it looks more or less ok it usually gets waved through. YMMV.
