The short answer is... basically, yes. At properties where breakfast is included in the basic room rate for all guests, HHonors will add other benefits (e.g. free WiFi at Embassy Suites).

The exception is Waldorf=Astoria properties. Room upgrades when available, but no breakfast. In NYC breakfast may be offered instead of a room upgrade.

Of course all of this is per the official T&C, as always YMMV.
