It's probably doable if you live/work right on the Metro line from N. Ministerios, but I'd say you must walk really fast! Without any queues or delays, it took me about 90 mins from Atocha to the lounge.
I've never flown from the main T4, but I find a departure from T2 saves me at least 20, maybe 25 minutes as compared to T4S.
The Tauromaquia is not as good as the IB (Velazquez?) lounge, but it's still a very agreeable facility as far as I am concerned!
