If you were planning to enter China late in July, it is a little early, as once the visa is issued, you have 90 days to enter or the visa goes invalid. I wouldn't wait until mid-June to reapply, but I would do it in mid May. At that time and if the application asks for a projected entry date, you might put it down as mid-June even if not true. (in practical terms, it doesn't matter and you won't be held to what you put on the original application, as long as you activate the visa by entering within 90 days).
