Bank of Hawaii credit cards are actually issued by Bank of America, although it's not obvious since the issuer is listed as "FIA Card Services".

The history is that, when BofA acquired MBNA, they inherited a lot of cards that MBNA had issued on behalf of other financial institutions. Many of those institutions compete with BofA, and probably didn't want BofA's name on their cards. To keep those relationships, they disguise the BofA involvement by using trade name "FIA Card Services".
I know the history of BofA and MBNA; several years ago Hawaiian's card used to be issued by Wells Fargo, and then BofA took over and we all got BofA cards to replace our Wells Fargo cards.

Just another event to confuse the consumer.
