I think Marriott has now changed their system such that most all certs are ecerts including ordering awards for other persons. But as you state, that has not always been the case.
Paper certificates are still required for stays booked under a different name. We are currently working on a way to order awards electronically for other persons, which will hopefully be done late this year.
