It is interesting to know how transit visa is enforced. I did not recall that there is passport control from the arrival level to the departure level. There is security, and I remember I needed to show my BP. I did not remember whether I needed to show my travel document or HKID.
I also thought about this, and my thinking is that they just rely on the airline to check the passengers' documents before boarding that flight. After all, if such passenger tried to enter Hong Kong or try to seek asylum or whatever, they can force the airline to send him/her back, plus levy a big fine.
