If it means an improvement to their living standards and a more efficient death then I'm all for this legislation and hope that inspectors are given the power and the means to fully police this industry.
I just hope that the government doesn't decide to take it a further step and try to revive the industry by introducing this meat into School menus. It's better for the dogs if Korea stops being ashamed of this practice and regulates their wellbeing properly, but 'not being ashamed' is different to 'being proud' and stimulating an appetite for dog meat, or worse, linking it to feelings of Nationalism. However, with the growing popularity of dogs as pets, I can't really imagine this happening.
