IAH PC access in E with no PC membership?

A co-worker and I were talking about an upcoming flight I have to PER and I mentioned to him that I would be able to enter the PC since I am CO Plat and am traveling on an international ticket.

He turned and looked at me with a puzzled look and said he always gets in. He has an expired Silver card at that (the blue one). I asked him if he was sure, and he said yes. He does not travel as much as I do, so I asked him to describe the PC to make sure... and yes, it is the PC in E.

He said every time he goes skiing, or to visit his wife's family out of the country, he said he goes up to the counter, flashes his card and get his wife, and his brother and sister in laws in. Not just recently, but the last two years that he recalls, and as recently as February.

Have I been missing out! Maybe I don't understand the rules, it's my first time being a CO Plat and I think the rules are PC access only on international tickets. ?? In fact, I am not even sure I get PC access with reward tickets on Qantas.

Do the agents selectively choose which customers to verify? Maybe my mistake is always handing them my ticket?!

Anyway, I thought it was funny. My friend sure gets his money's worth in drinks before his flights.
