The reality is that the safety standards in China and Mexico aren't to the standards of Australia, the UK and the USA.

HAECO (Hong Kong Aircraft Engineering Company Limited) is an extremely reputable outfit that has been in business since 1950. Besides doing work on some of DL's 767s, their client list also include Qantas, Air New Zealand, Continental Airlines, United Airlines, Gulf Air, Air Canada, Northwest, Asiana, Turkish Airlines, various cargo airlines, etc.

While some business practices in mainland China are certainly sketchy, HAECO is a Hong Kong company which is a world of difference from some other PRC outfits.
