I'll bet that jetBlue would be similarly surprised as well, since its heavy airframe maintenance is performed in Canada and El Salvador, neither of which have been annexed by Mexico.

^ No kidding. Gotta wonder how Qantas has managed their zero-hull-loss safety record despite performing the bulk of their maintenance outside the USA.

What about USA-based airlines that fly overseas? Take AA, for example. It flies all over the world (much like DL) and its planes are serviced daily all over the world. Sometimes by AA employees based in those foreign countries (UK, Brazil, etc) and sometimes by contract maintenance outfits (China, India, Japan, etc). AA has 154 widebodies and every one of them has been touched by foreign maintenance at least once. Some of them daily. Scary.
