In my experience—note that I usually fly out of Japan on Northwest or United—the airlines are far more up front than travel agencies that pollute newspapers, Japanese and English, with pretax prices in their ads. HIS is by far the worst offender. Sometimes they don't even bother to put in the asterisk and, in teeny tiny type, "before fuels surcharges, airport usage fees, taxes, etc."
