Depending on the time of year (and time of day), two hours is not unreasonable. During high season when everybody and their uncle thinks that an Alaska cruise is the thing to do, the lines at both Canadian and US customs can be brutal. I've never done both in succession, but I've had occasions with each that took more than two hours.
