I'd say the UA does a pretty good job at handling the priority bags and always tags for me. On my specific flight from PHX-YYC with the mis-connect, I watched the UA gate handlers in PHX personally inspect each bag for a priority tag and diligently set them aside until the very end.

I guess this attention to detail made it possible for YYC to ensure that every priority bag was last off the belt.
