Sounds like you never used the express kiosk before and don't know how it works.

In other situations (flying within Canada, and to US), you do all your check-in and printing the boarding pass at the kiosk. There is an express counter to drop off the luggage, where the agent will tag the bags. There is usually hardly a line, or the most I've encountered is a few (count with your one hand) people. The other line where everyone lines up, usually has hundreds of people. Needless to say, the express kiosk check-in works much better when it works.
