Apparently, the agents processed it correctly since a golf bag exceeds the 62-inch rule, but an exception is made as long as the bag includes only clubs, golf items and ONE pair of shoes. Since I used it to pack additional items, it defaults to a piece of standard luggage and is thus oversized. OK....I guess that makes sense...but it woudl have been nice if the PHX agents explained it that way!

Long story short, I am out $150 and have little chance of getting it refunded upon appeal.
