Indeed, if you have a chip and pin card, you are supposed to use the pin (unless you have extenuating circumstances). If you don't have a chip and pin card, you can usually just sign. And if the machine is playing up, you can sign even if you do have a chip and pin card (as I've found a few times at Tescos)!
Despite the earlier comment about it not being an issue in Eastern Europe, I was asked if I had a pin in Belarus and used it there. CEE and FSU are well aware of it!
