Very shortly after my last post, I got a reply from the District Manager. My first email was sent to the Airport Manager, but after four days without any reply, I sent a copy to the District Manager. His reply was "No Problems".
as I always say, you never know til you ask. and yes, I am very familiar with the signature process, but as I said before, it takes a managers approval unless the agent was savvy enough to do it at the time of initial car pickup.
