I think the OP was referring to international upgrades since that comment followed the comments about international Y cabins on 763s?? In that case, it is true that there appears to be a co-pay required for any upgrade between North America and any other continent, except for travel to Colombia, Ecuador, Peru and Venezuela in South America.
