I have gotten the same run-around on a re-fare since December 13th.
Have started contacting customer service each time I get India to complain, but always end up with CS thinking they have resolved my issue by sending me to the 1K refunds department then referring me to a survey asking about how well CS did. When I get to the survey and tell them that CS did not resolve my issue, it thanks me and ends the survey. Argh.
