Correct, to a great degree. If I'm training a terror team I can't rely on their being LEOs there to provide me with my weapons. On the other hand, I must prepare my team to counteract them in case we draw the short straw and they are on my team's flight. That's just basic tactics.

Now, where you are spot on is the statistical reliability of coverage. Obviously in certain cities that stat goes up and in others it's just not going to ever happen (Mudhole, Montana). But no, one can't rely on FAMs and/or LEOs being there, due to the execution of the programs. In essence, it's a money issue.

So, if you can't make it 100%, you have to make it random. Or as close as possible to it. Which brings us back to the top point - they have to train to face armed people. They did it pre-9/11 and now they'll have to do even more so. This provides a window of opportunity to be exploited, if the pax are willing and able. I don't count on it happening, but the opportunity is there.

I'm a firm believer in looking at the principle of the problem first, then the execution. In principle I'm a huge fan of FFDO, LEO and FAMS. In practice, more could be done.
