In the recreational firearm world it makes sense to not chamber a round. For a LEO the assumption has to be that by virtue of doing their job a threat exists. FFDOs are closer to LEO than recreational user, so I'd submit that they should have the round chambered.
I also don't think that they should go shooting the gun in the cockpit for no apparent reason, but that is probably something we all agree on.
As for this happening during the lock box -> holster transfer, I doubt it. Wouldn't that happen on the ground, before boarding, nd not while at cruising altitude?
