Sorry, it was not meant to insult anybody.
However, I hear it frequently from my friends in the US and the term appears to be part of the everydays language (so is the term Bush Peso). Unfortunately the US currency declines from day to day causing problems all over the place (and most of the problems are problems for people and economies outside the US).
