All Nippon Airways (ANA) of Japan is very particular about passengers abiding by the seatbelt sign. Additionally, flight attendants are required to stay seated when the fasten seatbelts sign is illuminated.

My only problem with U.S. carriers enforcement of such a rule is that they tend to be overzealous in their use of the sign. I don't like to be restricted to my seat during level flight unless turbulence is imminent.
