Actually most US airlines, as well as several others like Cathay Pacific, allow cockpit access on the ground, particularly after landing if you ask nicely. Have not been refused on NWA, CO, or DL, even much after 9/11.
SQ may not allow because they tend to be a stickler for rules, can be annoying at times.
