I believe it is also limited to passengers arriving after an overnight flight and there may well be a limitation to those arriving on an int'l. segment. Therefore SFO and JFK on that itin would be no go. I have absolutely no place to cite this rule, but it sticks in my memory for some reason (for the SFO Arrivals anyway). Anybody have more info.........?
