Actually, the booking codes that can use the Arrivals lounge are:

F - First Class
A - Discounted First Class
XF - Award First Class
C - Business Class
D - Discounted Business Class
XC - Award Business Class
NF - Upgraded to First Class (because to book in NF, you would have to previously been in C or D, which are both eligable).

NC is not eligible.
