If you look in at a WBC seatmap in KVS, it shows those seats as being designated as "disabled." Maybe the hope is that they will be the last seat selected so if they have a disabld WBC passenger, they will not have to do all that many reseats.
I reserved 1A/B for an upcoming flight and was in fact warned there was a chance we might have to be moving if they needed those seats.
