With BC/FC award seats the web and phone agents do appear to get at the same time. With coach you are correct, but with BC/FC I have done multiple tests and phone agents have not been getting them prior to them showing up on the web, at least not for the flights I'm watching.

They are also released at a certain intervals that I have figured out. I don't want to say any more, until I get what I want, in fear of tipping off my "competition", but afterward I'll let everyone know what I found out. AA does appear to systematically load BC/FC AA seats, not haphazardly as I thought. If what I discovered holds true in other situations, it will be very helpful in securing BC/FC seats in the future.
