Maybe I am getting this whole regional carrier thing wrong.

Does the regional airline set a bid for UA to pay them to opperate verious routes? Then UA accepts the lowest bid and then that airline will take over the various UX routes for a fee.

Or

Does the regional carrier pay UA for the right to opperate the routes?

I have never understood this whole regional carrier thing.
