I couldn't find a single YYZ/YVR-HKG flight without N availability at the time of my response. It seems that N=H for availability.
IMO,
1. N is somewhere between V and Q. N=0 if V=0.
2. Seasons do affect the availability of N (so V=9 does not mean there is N)
3. YYZ-YVR-HKG is easier to find N space than YYZ-HKG (encourage/force more passholders to experience 343 by taking AC7/8)
