The T&C Regs are clear as to what constitutes "eligible charges":
'Eligible Charges Worldwide also include food and beverage, telephone, laundry, and in-room movies charged to the member's room. Hotels may choose to award points for other charges at their discretion.'
If a hotel wishes to give points for parking, internet, etc., it can do so at its discretion, but members are
not entitled to these under the T&C regs - Article 11 - Points for Stays.
